What is the difference between a template process and just cloning an existing process and making modifications on the clone?

The only difference is a "template process" can't be activated and started. The use case for process templates is when you have some very common process definition that is supposed to be always adjusted before it becomes some real process configuration. In short, it is optional and just for additional convenience.
